Most of what I see online is from Mosio. The current regulations from the
CTIA, who they quote, are located here:

I think the question hinges on whether this type of service is an A2P
(application-to-person) or not; the regulations don't prohibit business
messaging from a 10-digit P2P (person-to-person) number per se, but seek to
protect consumers from unsolicited and spammy content and ensure an actual
person is on the other end of the line. Since this is, by its nature, a two
way conversation, it seems to follow the spirit of the regulation, IMHO.
While there might be a kernel of truth to what they are saying, it
definitely sounds like Mosio is playing with scare tactics.
