Dear Rose,

you could do that with Microsoft Sharepoint (host your own or hosted) or
Alfresco Share - there might be other systems but I know that these allow
you to set up spaces for each library where the can upload the required
documents (and version them). The other stuff could be done easily by
simple configuration / workflows / programming (?!? by yourself or external
help) etc.

The rest you want could be done by access control for users and groups.

PS: you might can achieve this with a WiKi and Access control as well

PPS: you might want to have a look at a Lotus Notes based solution
