Well that's complex area - what skills do you or your IT staff have?

Either you can buy an appliance or network hardware (like
http://www.netequalizer.com/ there is a nice comparism of other
systems as well on this site)  or you can setup a proxy / Linux box to
do that. E.g. using
http://www.shorewall.net/simple_traffic_shaping.html or
http://lartc.org/ or http://www.squid-cache.org/Intro/why.html
