Danbury Public Library is a city department and therefore subject to
city and civil service rules and regs. It's pretty common practice in
this area for municipalities to charge application fees. If it makes you
feel any better, when I was applying, I paid $25. 

The Danbury Library *is* a great a place to work, but we don't control
the administrative aspects of the hiring process. If there's one thing
list servs like this should make plain, it's that every library has to
work within the structure of its parent organization, and no two parent
organizations do things the exact same way. Concerns about identity
theft, while timely, should be addressed to those who manage the
application process. In this case, it's the City of Danbury, not the
librarians of Danbury. I'm sure other public librarians on this list are
aware of the wide range of practices when it comes to civil service.
