[Web4lib] Windows Vista defaults to no telnet client

Not the issue it once was, but Windows Vista will default to not having
a telnet client; you can enable it, but it's several layers deep in the
Control Panel.  Of course, since the Windows telnet app was chronically
the worst telnet available, maybe that's a good thing.

I'm just assuming that there's no ssh client either.
