Still with Konfabulator, if the information is available as a feed, you could use any number of RSS readers that would allow the information to be displayed on the desktop.
I also read the notes on the warning widget, and it seems that the PC version works for some people and not others, possible an OS issue, XP users seem to say it works 98 users say it fails, I didn't see anything on 2000 users. I'd contact the author of it, and see if they have any plans to update, especially since a new version of Konfabulator was just released.
There's also an open source project called Growl. It's a desktop messenger system. Basically, it can display alarms, and other information from other applications. So if you had a RSS reader pointed to the weather alerts, it could pop-up windows to display information. I've seen people use it on Mac OS X, but haven't heard too much detail on it for Windows, but its an open source project so I assume it either started on Windows or Linux.

The National Weather Services has RSS feeds for alerts by states and counties/zones
at http://www.nws.noaa.gov/alerts/
Is there an easy way to get RSS feeds
to open in pop-up windows on a desktop, or something along those lines?
