Netscape 4.x and [media="all"]

In the course of some internal tinkering, I added included the
media="all" attribute in the call to my style sheet.  This causes
Netscape 4.x to ignore my style sheet completely.  If I don't include
that, it works pretty well.

Is this normal?  I don't recall seeing this mentioned anywhere.  Perhaps
I should just leave out the attribute?
