Bookmark converter

My library will soon change the browser on our public and staff computers
from Netscape to Explorer. I need a bookmark converter so the staff won't
lose all their favorite bookmarks. The program should be free (not a lot of
$$ for things like this). I know there are programs out there, and I know
you all will know which are recommended, and which are to be avoided. Thanks
in advance.
