Need to lock CD-ROM drive

We serve most of our CD-ROM databases using Citrix Server serving up disc
images stored on Linux boxes. 
A very few titles must be loaded in a local CD-ROM drive in the machine the
database is used on. The OED on disc v2 for one. 
In the past we've used Pioneer disc changers with hardware locks to prevent
removal of the disc magazine. We're looking for a better solution.

What is the rest of the world doing for titles that insist on running
locally?
