Yes. Avoid graphics for navigation if possible and never, ever use 
graphics which are only reproductions of text!!!  This just makes the 
site slow to load and does nothing that using text would have done. 
The compound the error by not using ALT tags for their graphics. Run 
this page against the Bobby accessibility tester 
http://www.cast.org/bobby/ and you will get a very error-full 
response.
