This is a by-product of the link checking I do for Libweb.  I end up
with the HTML source for all the homepages I check, and I just have a
script that scans them for '<meta name="generator"...' lines and a few
other strings that I'm aware of editors leaving in their wake.  Other
editors also add a generator line to every page they touch (even Tidy
does that now); FrontPage is so intrusive in its handling of non-FP
pages, that it makes sense to call it responsible for what it leaves
behind.
