Cascading Style Sheets / JavaScript errors

Does anyone know why CSS and JS would conflict?  I have a page that calls for a
mouse over which works fine until I add in a CSS.   The CSS simply calls up a
background and makes a few cosmetic changes.

I found another interesting feature of CSS.  When I use it for link arrangements
I find that the links won't work unless I put them in reverse order. So if I had
CSS ids 1-5 the link order would have to be CSS id 5-1 in the code.
