Try the "everything _and_ the kitchen sink" approach:
<BODY STYLE="margin:0px" MARGINHEIGHT="0" MARGINWIDTH="0" TOPMARGIN="0"
LEFTMARGIN="0" RIGHTMARGIN="0" BGCOLOR="#FFFFFF">
That should work.
