I learned about this document on another mailing list: Distance Education:
Access Guidelines for Students with Disabilities, August 1999.

The HTML title says "Draft" but the document itself seems to be final.
Note this paragraph:
    It is required that all California community college instructional
    Web sites created or substantially modified after adoption of these
    guidelines be Priority 1 compliant [with the W3C Web Content
    Accessibility Guidelines]. It is strongly recommended that all
    California community college instructional Web sites created or
    substantially modified after adoption of these guidelines be
    Priority 2 compliant.
Take that as a sign that other educational institutions will have similar
requirements in the near future.  FYI, Priority 2 has much more impact on
common page designs than Priority 1.
