Limiting Print Jobs

I know this question has been asked many a time without getting a
quick-and-simple answer but I'm going to give it another go-round in the
hope that someone can point me in the right direction.
Specifically, I'm looking for a solution that would allow me to limit, at
the workstation level, the number of pages per print-job (say, no more than
15 pages in a job) and the number of print-jobs in the printer queue. This
would be on machines running Windows 95 and 98 and the printers (HP
Deskjets) would be local to the machine (as opposed to a network printer).
Ideally, I would like to use the existing workstation resources (registry,
printer files) before resorting to a third-party software solution. This is
being driven by excessive printing from the Internet browsers so it would
have to work with both Navigator and IE.
Any ideas are much appreciated!
