My Library Page type of function.

I am looking to implement something similar to the "My Library Page" that
many sites have mounted.  I am in particular looking for one that would
store the information on the user's computer and not on the server. Has
anyone done this using Active Server Pages?  I see by looking in our cgi-bin
on our server that perl is now on our server so I suppose a perl
implementation would work.  I am after something that would need as little
tweaking as possible. In other words can I steal your code?
