WinProxy is indeed what I was after.  Thanks to all who contributed
suggestions.  If you want to check the effectiveness of it, you can try it
at 132.178.18.75:8080    It is now blocking several hundred chat and free
email sites.  It is also a full proxy server that can do all the normal
firewall/filter/permissions things.   We'll pay for it as soon as I can get
the paperwork done.
