Scroll bars going wacko?

I got the same problem. The gigantic scroll bar appears not only in my
Netscape browser (4.04), but also in Microsoft Exchange (Email system), and
sometimes even in the MS Word (7.0)! I am using Win95, Office 97. 

Our system people couldn't figure out what the problem is.

Any advice will be greatly appreciated.
