Help:borders on and off

Alison,

While there are cases where table borders may look good, I think in
general, they reside in the same category as the "blink" tag - the less of
it, the better.  If your group's idea is to highlight the table listing, I
think that the use of background colors in the table cells ( <td
bgcolor="#FF00CC"> ) does a more effective job and looks better as well.
