TURLs?

Looking at the conference program for Computers in Libraries '99 I
noticed a session  on "URLs, PURLs and TURLs" by Tom Tyler.  TURLs are
new to me and a search on Altavista and Dejanews did not turn up any
information.  Anyone know what these TURLs are?

I'm not going to the conference.  If anyone makes it to that session I'd
be interested in hearing more.  Anything that makes link maintenance
easier would be welcome.
