Restricting intranet to staff use

We've addressed this problem through network topology.  We have separate
administrative and public networks with a packet filtering router between
them.  Our web server has an interface on each network, but does not route
packets. The public web site has an address on the public subnet and the
admin web site has one on the admin. side. The router restricts access from
the public side (and the outside).
