I think the reliable way to *prevent-from-changing* is the ResEdit.
But it seems to me that we don't have a right to modify the Netscape
for student's use, not for ourself.
File lock methods: AtEase, Finder (by "lock" checkbox checked),
AppleScript, and other 3rd-party utilities are simply
useful to *restore-to-defaults* after a something is done.
In our library, AtEase is implemented for block out the Finder.
... of course not perfect. For example, without the Finder,
the AppleScript can not treat files. Oh, my...
