How to lock down the Find function?

I tried asking this on the W95 Lab Managers list, but got no response.
I am hoping that someone here might have the answer.
We have recently been converting a number of public-access PCs to
Windows95. The project is working well, and we have used the registry
editor to disable various functions and menu options which we don't want
available.
However, we have found that when users click on the desktop or taskbar,
outside the running program, they can then press <F3> and call up the
'Find' dialog box, even though Find has been disabled from the Start Menu.
Does anyone know what we need to do to modify the registry to disable
this feature?
