WWW search libraries interface

Hello:

I'm working with a project that pretends put the academic, public and
specialized libraries of my city in WWW INTERNET environment.  The objective
is to select one or more libraries and execute a search using the easiness
of hypertext technology.

This interface has been developed by CARL Corporation (http://www.carl.org)
but isn't available to purchase.

Can somebody tell me if exists another software like CARLWEB and available
to purchase?
