I'm in testing stages for such a tool; I'm using a Windows shareware 
package called Flute, which is a Macro recorder and Programming language, 
based on 'C'. From within it you can hide the Program Manager or other 
windows, execute programs, check the mouse position, insert text onto 
dialog windows, etc.

I wouldn't recommend a person inexperienced in programming to dive into 
this; however, it seems quite powerful and I have had good results 
getting it to do just this: getting Netscape back to our homepage after a 
period of inactivity.
