Happened to me a while ago. The problem was that the Windows 3.11
Registry file had gotten damaged/clobbered. I deleted the REG.DAT
file and the problem was solved.
Note: this is NOT appropriate for Windows 95. In W95, the Registry
file is crucial to just about everything. In Windows 3.11 (and
earlier), the Registry file doesn't have the same importance.
