Internal/staff document for assessing or evaluating suggestions to/for the website?

Hi everyone - we are in the process of creating a committee that will
evaluate and assess (and generate - from the membership) web site design /
taxonomy / content suggestions made by internal audiences (staff,
librarians, students, etc.).

I was really curious if anyone out there can share a similar document,
process, method, rubric or metrics that their institution uses to assist or
guide the evaluation. Help with this, or suggestions would be greatly
appreciated.
