Can the same website look well on a smart phone and on a desktop?

Yes! This is known as responsive design, and it is becoming very popular in
the library community.

We have built several sites using this strategy, including
http://sonomalibrary.org/ and http://www.pitcolib.org/. Theses were both
built using Drupal, and we offer a Drupal service package called
LibrarySite <https://chillco.com/services/librarysite> which can be demoed
at http://librarysite.chillco.com/.

Of course, you don't need to use Drupal (or us) to build a responsive site.
Most popular CMS systems have responsive support, and you can, with some
pain, build one using straight HTML.

We have taken much guidance from Luke W's Mobile First <
http://www.lukew.com/resources/mobile_first.asp>, and Ethan Marcotte <
http://alistapart.com/article/responsive-web-design> at A List Apart.
