The VPN approach — intranet is likely something that you access through a VPN — should work fine. The reason that it isn't universally adopted is because it requires a lot of overhead. If everyone who needs access to the resources already has VPN access, then it should be simple, and little additional work would be required.
Caveat: exceptions can kill you. The reason that EZProxy is beloved and widely adopted is because it is very simple to manage and it has a great community supporting it (in addition, of course, to OCLC's support).
