Have you checked some of the more lightweight CMS platforms like Kirby?

http://getkirby.com/

I like Kirby a lot. It's set up to use to a flat file system instead of a
database by default, but could be configured to talk to one. It's quite
flexible if you can write PHP (header and footer to define the basic HTML
structure).

Free to download, with a $39 license per site (on the honor system).
