I don't have the answer to that. But if it's not behaving 100% of the
time, I would make sure that you have a clean install in place before
trying to do any other troubleshooting. Otherwise, you can spend a lot
of time trying various "fixes" only to find they don't resolve the
problem.

If that were the case, then why does rebooting cause Flash to start
working again? If it were an installation problem then I would expect
Flash not to work at all.

I would completely uninstall it, remove registry references to it and
then reinstall it. That seems to be the only way to ensure that a clean
install of Flash is on a computer.

Subject: [WEB4LIB] Problems with Flash in Windows 7 lab
We recently deployed a computer lab running Windows 7-64 bit. We also
installed the latest version of Flash player, but we have had sporadic
problems of Flash failing to run and prompting to install flash. While
it gives the appearance of Flash not being installed be believe a reboot
is resetting something resolving the problem. But we are not sure what
is happening or how we can prevent it from happening. Does anyone out
in Web4Lib land have any ideas for us?
