putting images on the Web that can be panned and zoomed

Hello,

you might want to have a look at the djvu format.

http://djvu.org/ <http://djvu.org/gallery/books.php>

Here is an example for a book:  http://djvu.org/gallery/books.php (you can
use the Java viewer if you have no djvu plug in installed)

Most stuff you need is available for free (see also
http://djvu.sourceforge.net/ ).
