When you think of the term "virtual libraries" what do you think of?

I think of libraries that exist only on the Web with public resources consisting exclusively of virtual/digital resources. There has to be a physical location for the administrator and server(s) but they don't have to be in the same place. There could be physical resources to be digitized on demand but the public's only access is online.
