[Web4lib] Moving Content between Web Site Servers

IMHO, there is no reason to have a separate staging server when your
CMS has a sufficient workflow system.

That is, of course, a subjective call, but the bottom line, from my
point of view, is that if you can accomplish your mission without it,
then ditch it.
