RPL, a division of the City of Rochester, MN, is a very busy downtown library and bookmobile (approximately 600,000 visits per year, over 1.6 million items checked out and the busiest bookmobile in the state of Minnesota). RPL serves the City of Rochester, Olmsted County, and visitors from all over the world.

Nature of Work: 

This position is responsible for the leadership, management, and administration of the Computer Center providing information technology and support services to the organization. These services include the networking and computing infrastructure, system development and integration, system administration, data center operations, PC and peripherals installation and troubleshooting, and help desk. 

Incumbent understands the overall purpose of the library and has a thorough working knowledge of the policies and procedures related to the library's various types of automation. Incumbent actively supports and promotes RPL's mission, goals, objectives and strategies. 

Responsibilities include participating as a member of the Library's administrative team. 

Work involves hiring, training, and full supervision of part time and full-time employees. 

The position has direct contact with Division Heads, IT staff from other City Departments, IT managers in other libraries, and other community leaders. 

The IT Manager reports to the Library Director. 
ESSENTIAL DUTIES AND RESPONSIBILITIES 
*A. Manage the Computer Center 

1. Administers all activities related to planning, implementation, maintenance and supervision of all automation systems in the library. Uses knowledge to effectively problem solve. 

2. Prepares operating and capital improvement budgets for the computer center. Authorizes and monitors automation expenditures in consultation with the Director. 

3. Ensures that all computing resources are properly maintained and secured including making sure software licenses are current. 

4. Ensures the effective performance of the network, computing resources and peripherals 

5. Actively seeks input from other divisions to understand current and future needs. 

6. Maintains current knowledge of automated technologies through membership in professional organizations, attendance at conferences and workshops, literature review and specialized coursework 

7. Shares with the Director and Administrative Team informed judgments as to which current developments might be useful in this organization 

8. Evaluates and recommends purchase of equipment and software, serving as liaison between library and outside automation vendors and providers 

9. Directs data center operations and help desk service 

10. Monitors and updates contingency and disaster recovery plans 

11. Works with City Central IT in planning which affects the library. 

12. Supervises the inventory of electronic equipment and software throughout the library and 
prepares and monitors a replacement plan for all automated systems. 


*B. Administration 

1. With other Division Heads acts as advisor to Director on overall library planning and budgeting. 

2. Assesses the diverse needs, preferences, and resources of the community on a regular basis. 

3. May act for the Director in the Director's absence. 

4. Responsible for the ongoing, short and long-term planning and budgeting for all computer systems within the library. 

5. Serves on the library's administrative team, providing direction and an information technology perspective on organizational and strategic issues 


*C. Develop People 

1. Hire, train, coach, motivate, evaluate and supervise computer center personnel. 

2. Recommend hiring, discipline, or firing of computer center staff. 

3. Encourage ongoing development through training and growth opportunities 

4. Engage staff at all levels to equip them to perform at their best. 

5. Advises other supervisors on computer-related performance of their staffs and recommends training needs for all employees. 

6. Ensures that individual and group training needs are effectively supported and carried out. 


*D. Public Relations 

1. Writes automation training guides and brochures for staff and public. 

2. Represents the library at regional and state meetings on automated systems, sometimes serving as a presenter 

3. Meet the library's customer service standards in all interactions with the public and staff. 

4. Build partnerships in the community to further the mission of the library. 

*E. Physical Plant Management 

1. Innovates and utilizes furnishings, equipment, and space within the Computer Center for optimum workflow, security, and staff efficiencies. 

2. Consult with other division heads as to their computer needs in their divisions. 

F. Other duties as assigned. 

*ESSENTIAL JOB FUNCTIONS 
MINIMUM QUALIFICATIONS 
Education: 

Two years of post-secondary education (including certifications, short courses and/or specialized training) in computer science, computer technology, computer networking, computer/management information systems, or a related field. 

Experience: 

5 years of employment experience working with computers, systems, networks or related. 

Supervision experience required 

Customer service experience required 

DESIRABLE QUALIFICATIONS 

Education: 

Graduation from community or technical college or four year college, with considerable coursework in computers. 

Some library education is preferred. 

Experience: 

Experience managing a SirsiDynix Integrated Library System or equivalent preferred. 
Experience developing custom reports for staff usage. 
Experience analyzing and evaluating technology processes and procedures. 
Experience working in a public library. 
Experience negotiating with vendors. 

Experience in budgeting and project planning for large technology projects 

Significant knowledge of computer and server operating systems, networking and related equipment and security best practices 

Programming experience with Coldfusion, Perl, Symphony API, HTML and Javascript 

Experience in teaching and training adults 

Project management experience.

Strong customer service skills 

Ability to build and lead teams. 

Ability to use computer keyboard with speed and accuracy. 

In-depth understanding of computer applications to libraries. 

Good oral and written communication skill and presentation skills as well as the ability to translate technical language for the layperson. 

Ability to set priorities and to manage one's own time as well as to plan, supervise and coordinate the work of others. 

Willingness to exercise initiative while functioning as a consultant to the library management team and a member of its administrative team. 

Ability to work pleasantly and effectively with co-workers and the public. 

Commitment to the standards and goals of the library. 

Ability to see the big picture and pay attention to detail. 
Understand technology network architecture, network planning and design, and network operating systems, applications, and services. 

Understand the confidential nature of organizational, library patron and employee information and observes confidentiality.

The majority of the work day is spent indoors with some exposure to heat, cold, noise, and other irritants.
