[Web4lib] non-programmer databases in the cloud

I don't know that this exists, but it would be pretty straightforward
to build. I would use Drupal, but this could be done in most web
application frameworks. Of course, straightforward != trivial.

I have built similar systems in ColdFusion, but that wouldn't be my
weapon of choice today.
