[Web4lib] Small publisher - suggestions?

I'm helping a friend who is consulting with a small publisher. They
produce a bi-weekly non-peer reviewed magazine / bulletin with
investigative reporting and analysis on current events. Articles are
similar to CQ in length and type but with a liberal slant.
This little mag has some nice content and I think that while most
libraries would not want to subscribe in print - the online versions
of their articles would be a welcome addition to something like
Expanded Academic Index (and its competitors), Academic Universe and
similar.
How does one go about shopping such content to vendors? Are there
people who do this professionally? How do you know how to price the
content? What does a content provider need to look out for in terms
of licensing?
Any insight on the vendor content acquisition process or referrals to
others who could help would be most welcome.
