[Web4lib] Mobile identification code

We run one site, geared towards large display smart phones with 'real' browsers like the iPhone, Android, Windows mobile phones, newer blackberries, Palm, etc. But we give the user an option upon detection of a mobile device. Some users prefer the 'regular' site over a mobile-specific site, so we give them an option to choose instead of auto-assuming they prefer to see the mobile site.
