Just FYI, your library home page contains three <script> elements.  So some
Javascript is allowed.

But please consider what problem you're actually trying to solve.  Scrolling
text is incredibly distracting (and an accessibility issue:
<http://www.w3.org/TR/WCAG20/#time-limits>).
