[Web4lib] access and error logs

Absent any institutional retention policy or legal requirements, I  
think that there is little upside in keeping logs any longer than  
necessary;. We generally keep logs for two weeks, which is plenty of  
time to mine them for statistical information and to address any  
technical issues.
