[Web4lib] websites-being bumped

I've witness this phenom with MySpace before. The user gets a note during
a refresh of a MySpace pages which states that the system is "full" or
there is no bandwidth available to support the user.
A page per se cannot be kicked off (explanation: under normal HTML
conditions, the code and all associated images are downloaded to your web
browser, so when you view a web page, it's already on your web browser),
but you can get the appearance of being booted off if the site or page
you're loading refreshes itself on a timed basis, or when moving to other
sections of the site/page. All this means is that the server, between one
page load and the next, has stopped responding for any multitude of
technical issues.
