Hello Connie,
I haven't played with MSCT, however, I would assume that your public users
are logging on with a standard user account (with security set by msct)
and that you are the only person with administrative access to the PCs in
question.  Given that situation one of the easiest ways to prevent
unauthorized changes to desktop icons is to move all shared icons to the
"all users" desktop and start menu, and then make them read-only.  Just
log-in as administrator, go to C:/documents and settings/user name.  Move
all the desktop and start menu icons to the all users desktop and start
menu.  Then change that folder's security properties so that standard
users can only read and execute (make sure you apply changes to sub
folders and files).
