I'll offer just a quick clarification because I mentioned CERT.  US-CERT 
and CERT are different entities.  CERT has been around for a while, 
US-CERT's only been around for three years or so.  They both work pretty 
closely together.  I'm not sure at the moment who does what.

I know when you go to CERT (www.cert.org)'s webpage they point to the feed 
John mentioned, but they also have on the bottom of the page a "New and 
Notable Vulnerabilities".
