I agree that all librarians need to be familiar with these tools such as
blogs and RSS.  I think that having some expert staff dedicated to
helping other librarians use the tools might be a real benefit.  That
staff could help make sure the library is offering seamless, unified
services, as well as do training and support for other staff.

It all depends on the size of your library and if you will be hosting
your own servers.  I personally think all librarians should know how to
"use RSS, wikis, blogs, and so on" but that is more wishful thinking on
my part.  If you are going to use free sites to provide such features,
the technical knowledge of ColdFusion and PHP is not necessary. I have
no knowledge of ColdFusion and some of PHP but not much. The only real
requirement is being interested in new technologies and not being afraid
of trying them.
