[Web4lib] Gracefully degrades to..?

For those of you specifying the minimum requirements for browser support (in
this case, it's literally a search box on a web page)... what's the point at
which you say "Ok, no, really, we don't need to support THAT"?

I am already specifying validates to a published standard with a minimum for
that, as well, but I wanted to add a browser statement.
