I can recommend OTRS (http://www.otrs.org). It's open source, got 
originally developed for internal use for the customer support at SuSE, 
but was later spun off as a seperate project.

There's a demo system at http://demo.otrs.org

At our institution we used it to create a cooperative reference service 
but we will also deploy it for customer support..
