Do you mean tagging the search itself (for others to reuse) or tagging individual
result items?
Google Co-op allows creating a "topic" and building tag sets
("query refinements") for it. Subsequent searchers don't seem to be able
to tag the result sets themselves, but they can use yours to narrow their
searches.
