[Web4lib] Question: can a generic unix email handle a local file attachment on a webform

Weblibbers,

I have asked our webmaster to add some functionality to our Library 
Instruction Request Form located at
http://www.csupomona.edu/~library/html/libinst.html
Namely, I would like the faculty member requesting instruction to be able 
to upload their assignment/syllabus into the webform ( ala 
http://www.library.fullerton.edu/instructionrequest) so the teaching 
librarian has all that information from the moment they request instruction.

My webperson is saying that our webforms can't handle a local file as an 
attachment, or at least she is not sure of the code to accomplish this.

Do any of you out there have examples of some pages and code that I can 
give to her so we can get this done?
