[Web4lib] Question for php/asp programmers

Our library has an "Ask a Librarian" form. Information is submitted to a an ASP form. This causes an email to be sent to an account. Then a PHP script retrieves the result and dumps it in a database where the librarians have to manually assign a question to themselves. Is it possible to change this so that the librarian is automatically assigned a question based on the time of day? For example any questions that are submitted between noon and 2 pm are automatically assigned to "Ruth".
How are other libraries assigning these questions to staff when they come in? Thank you.
