[Web4lib] ISAPI_Rewrite vs. EZproxy?

My understanding was that ISAPI_rewrite was basically Apache's
mod_rewrite for IIS.

Which is to say, I don't think it does proxying at all.

Miscommunication somewhere up the chain?
